Notice description
Powstaje w kontekście projektu:
FENG.05.01-IP.01-0007/25 - Opracowanie innowacyjnej platformy technologiczno - analitycznej do produkcji leków zawierających oligonukleotydy w formie gotowej do użycia.
3.3. Przedmiotem zamówienia jest zakup i dostawa substancji czynnej Inklisiran sodu, (CAS 1639324-58-5) Przedmiot umowy będzie zakupiony od dwóch różnych dostawców, którzy otrzymają najwyższą ilość punktów.
3.4. Przedmiot zamówienia obejmuje:
• dostawę 580 g substancji czynnej Inklisiran sodu, w przeliczeniu na formę bez wody i sodu, z uwzględnieniem czystości IPRP (wartość dla warunków zdenaturowanych). Każdy Oferent składa ofertę na dostawę 580 g substancji czynnej. Zamawiający dokona wyboru dwóch Oferentów, których oferty uzyskają najwyższą punktację zgodnie z kryteriami oceny ofert. Substancja dostarczana przez jednego Oferenta w ilości 580 g może pochodzić z maksymalnie dwóch serii produkcyjnych. Oferent zobowiązany jest wskazać w ofercie liczbę serii, z których będzie pochodził oferowany materiał
Łączna ilość substancji objęta zamówieniami od dwóch Oferentów wyniesie 1160 g.
• oferowana cena powinna obejmować wszystkie koszty związane z dostawą przedmiotu umowy, włącznie z transportem, ubezpieczeniem itp.,
• zamawiający zastrzega sobie prawo do zmiany ilości zamówionego materiału, substancji czynnej w zakresie ±5g,
• okres ważności przedmiotu umowy w momencie dostarczenia, nie może być krótszy niż 18 miesięcy od zadeklarowanej daty ważności,
• posiadanie pełnej dokumentacji DMF lub ASMF na dzień złożenia ofert,
• dostarczenie otwartej części ASMF lub DMF po zakupie,
• dostarczony materiał API musi pochodzić z partii, które w pełni reprezentują proces w docelowej skali produkcyjnej, ale materiał może być wytworzony w warunkach niespełniających standardów GMP. Do oferty powinien być załączony certyfikat wraz z deklaracją, że materiał pochodzi z docelowej skali produkcji.
• zamawiający może zwrócić się do Wykonawcy o przekazanie informacji dotyczących funkcjonującego systemu jakości GMP. Informacje te mają charakter wyłącznie informacyjny i nie będą podlegały ocenie, ani nie będą stanowiły podstawy odrzucenia oferty
Wraz z ofertą Oferent zobowiązany jest przedłożyć certyfikat jakości lub certyfikat analizy dla oferowanej partii, albo dokument równoważny potwierdzający spełnienie wymagań jakościowych oraz kartę charakterystyki MSDS, o ile jest dostępna na etapie składania oferty. Wraz z dostawą Wykonawca zobowiązany jest dostarczyć certyfikat jakości/certyfikat analizy dla dostarczonej partii produktu oraz kartę charakterystyki MSDS.
3.3. The subject of the contract is the purchase and delivery of the active substance Inklisiran sodium, (CAS 1639324-58-5) The subject of the contract will be purchased from two different suppliers who will receive the highest number of points.
3.4. The subject of the contract includes:
• delivery of 580 g of the active substance Inklisiran sodium, converted into a form without water and sodium, taking into account the purity of IPRP (value for denatured conditions). Each Bidder submits an offer for the supply of 580 g of active substance. The Contracting Authority will select two Bidders whose bids will receive the highest score in accordance with the bid evaluation criteria. A substance supplied by one Bidder in the amount of 580 g may come from a maximum of two production batches. The bidder is obliged to indicate in the bid the number of series from which the offered material will come
The total quantity of substances covered by the orders from the two Bidders will be 1160 g.
• the price offered should include all costs related to the delivery of the subject of the contract, including transport, insurance, etc.,
• the Ordering Party reserves the right to change the amount of the ordered material or active substance in the range of ±5g,
• the period of validity of the subject of the contract at the time of delivery may not be shorter than 18 months from the declared date of validity,
• having full DMF or ASMF documentation as of the date of submission of bids,
• delivery of an open part of the ASMF or DMF after purchase,
• the API material provided must come from batches that fully represent the process at the target production scale, but the material can be produced under conditions that do not meet GMP standards. The offer should be accompanied by a certificate with a declaration that the material comes from the target production scale.
• the contracting authority may ask the Contractor to provide information on the functioning GMP quality system. This information is for informational purposes only and will not be subject to evaluation or rejection of the bid
Together with the offer, the Bidder is obliged to submit a quality certificate or a certificate of analysis for the offered lot, or an equivalent document confirming the fulfilment of quality requirements and an MSDS safety data sheet, if available at the stage of submitting the offer. Along with the delivery, the Contractor is obliged to provide a quality certificate/certificate of analysis for the delivered batch of the product and an MSDS safety data sheet.
