Description of the subject of the contract
a. Brief description of the subject of the contract:
Tests of M3 category vehicle in accordance with UN Regulation No. 107 and Regulation (EU) 2021/535 Annex XIII.
The tests will include verification of vehicle compliance with the requirements for Class I and Class II, as well as verification of the strength of high-voltage components and their protective covers, including requirements related to emergency roof hatch safety.
b. Purpose of the contract:
Development and verification of a new generation of electric intercity buses using innovative
technologies.
c. Detailed description of the subject of the contract:
The task is divided to 3 parts:
1. Verification of the vehicle compliance with the requirements for both Class I and Class II category M3 vehicle of Regulation (EU) 2021/535 Annex XIII
o Contractor will perform tests on bus as described in Regulation (EU) 2021/535 Annex XIII.
o The vehicle delivered by Ordering Party will be prepared to fulfil requirements for Class I and Class II.
o Vehicle will be delivered by Ordering Party with corresponding technical documentation which will describe the vehicle as well calculations based on curb weight, seat layout and allowable permissible masses. Estimated number of calculations equals: 10
2. Verification of the vehicle compliance with the requirements for Class I and Class II category M3 vehicle of UN Regulation 107 with currently valid series of amendments
o Vehicle delivered by Ordering Party will be prepared to fulfil requirements for both Class I and Class II;
o Vehicle delivered by Ordering Party must be tested according to requirements of point 7.4 Stability test; load and loading of the vehicle is Contractor responsibility
o Confirmation of fulfilment of UN Regulation 66.02 will be delivered by Ordering Party
o Approvals for fire suppression systems will be delivered by Ordering Party
o Vehicle will be delivered by Ordering Party with corresponding technical documentation which will describe the vehicle as well calculations based on curb weight, seat layout and allowable permissible masses. Estimated number of calculations equals: 10
3. Strength and fatigue resistance verification of vehicle’s high-voltage components and their protective covers, including requirements related to emergency roof hatch safety
o Ordering party will deliver CAX model of vehicle to perform verification of high-voltage components and their protective covers to verify emergency roof hatch safety, as well as all information about structural and non-structural loads of the vehicle for example weight of electric motor, traction batteries, transmission, axles, cooling system, internal and external covers etc.
o All material data of the crucial components as well as drawing of structures with the material the material, tubes and welding specifications that are present on vehicle will be delivered by the Ordering Party
o In case the initial simulation results are negative, the Contractor should estimate the cost of each, new simulation after model update. The estimated cost should include two simulations. The cost of each additional iteration should be estimated and included in the offer.
o Outcome of the test should be official confirmation that roof hatches in mentioned vehicle type in Class I and Class II can use roof hatches as emergency exits and given solution is not in contradiction with point 7.6.1.12 from UN Regulation 107 and can be counted as emergency exits in overall number as described in point 7.6.1.11.
The Contracting Authority provides for partial settlement of the contract: 60% upon completion of the tests, and 40% upon delivery of the complete reports.
On the part of the ordering party:
Providing the necessary technical information to carry out the tests.
Providing information on internal safety protocols to ensure the safe conduct of research/tests.
Transport of the bus to/from the contractor.

e. Term of the contract:
The planned date for the completion of the order is the fourth quarter of 2026 (Q4 2026).
The detailed date of vehicle delivery and the execution of the tests will be agreed upon with the selected contractor.
f. Tender validity period − at least 30 calendar from the day following the deadline of submission of tenders. At the request of the Ordering Party, the tenderers may be once required to extend the tender validity period by additional 60 days under pain of rejecting the tender.
g. Partial tenders - The Ordering Party does not allow partial offers to be submitted under this announcement. This request for quotation no. 2026-7175-281034 covers part of the tests and research to be carried out as part of the compliance testing task. Subsequent contracts for compliance testing will be awarded successively. The scope of further orders will be for the analyses and tests necessary for the approval of large passenger vehicles.
h. Variant tenders - The Ordering Party does not permit the submission of variant tenders.
i. Subcontracting - The Ordering Party does not permit the possibility of subcontracting works to entities other than the Tender, i.e.:
The Ordering Party does not allow for the possibility of ordering (subcontracting) the whole or part of the contract to entities other than the Contractor in the form of subcontracting understood as transferring the responsibility for the performance of a part of the contract to third parties acting independently of the Contractor. However, it is permissible to perform part of the order with the assistance of third parties with the prior written consent of the Ordering Party.
Equilibrity
Wherever the object of the command is described with the trademarks, patents or origin, source or a specific process it is permitted to apply solutions equal to the described ones under condition that they would have the same or better technical and functional specifications and would not downgrade standards indicated in documentation.
Wherever the object of the command is described by reference to the standards, technical evaluations, specifications or technical reference systems it is permitted to apply solutions equal to the described ones.
