Description of the subject of the contract
a. Brief description of the subject of the contract:
Tests of CAX models, physical structures, combination of passengers or driver seats and structures in line with UN Regulations 14, 145, 55, 167 and Regulation (EU) 2021/535, Annex VII.
b. Purpose of the contract:
Development and verification of a new generation of electric intercity buses using innovative
technologies.
c. Detailed description of the subject of the contract:
The task is divided to 5 parts:
1. CAD software simulation in line with UN Regulation 167
o Contractor will perform CAD software simulation in line with UN Regulation 167.
o CAD models that will include all necessary features and geometry of drivers cabin will be provided by the Ordering Party for an electric intercity normal floor and low floor buses (167).
o The order includes 2 simulations, separately for the normal floor and low entry bus, each simulation consisting of at least 2 iterations.
2. Strength verification of vehicles structures according to Regulation (EU) 2021/535, Annex VII for normal floor and low entry bus
o Vehicle structures of front wall for both low entry and normal floor vehicles will be delivered by the Ordering Party.
o Contractor will test structures according to requirements of Regulation (EU) 2021/535 Annex VII.
o The order includes 2 tests, separately for the normal floor and low entry bus.
3. Strength and fatigue resistance verification of vehicle structure according to UN Regulation 55
o Vehicle structure of rear wall of vehicle, equipped with dedicated towing device will be delivered by the Ordering Party.
o Contractor will test structure according to UN Regulation 55.
o The study will cover two types of buses (one solution for both types: normal and low floor bus).
4. Strength verification of vehicle structures equipped with dedicated passenger and driver seat according to UN Regulation 14
o Vehicle structures equipped with seats will be delivered by the Ordering Party. The study covers one type of bus—Low Entry.
o The order includes 13 repetitions of the test for 2 different seat types configurations provided by the Ordering Party. Contractor will test seats with structures according to UN Regulation 14.
o The Ordering Party ensures the possibility to perform tests in external laboratories owned by seat suppliers. The laboratories to which access is provided by the Ordering Party are located in the vicinity of Poznań, Poland. If the Contractor has its own laboratory, the tests may be carried out using the Contractor’s own facilities.
The use of the laboratories provided by the Ordering Party does not incur any additional costs for the Contractor.
5. Strength verification of vehicle structures equipped with dedicated passenger seat equipped with ISOFIX feature to UN Regulation 145
o Vehicle structure equipped with dedicated seat will be delivered by the Ordering Party. This order is for 1 study, without specifying bus types.
o The order includes 1 test for each of 2 different seat types configurations provided by the Ordering Party.
o Contractor will test structures will be tested according to UN Regulation 145
o The Ordering Party ensures the possibility to perform tests in external laboratories owned by seat suppliers. The laboratories to which access is provided by the Ordering Party are located in the vicinity of Poznań, Poland. If the Contractor has its own laboratory, the tests may be carried out using the Contractor’s own facilities.
The use of the laboratories provided by the Ordering Party does not incur any additional costs for the Contractor.
d. CPV codes for the contract:

e. Term of the contract:
planned starting date: 15.05.2026 r.
planned completion date: 30.10.2026 r.
f. Tender validity period − at least 30 calendar from the day following the deadline of submission of tenders. At the request of the Ordering Party, the tenderers may be once required to extend the tender validity period by additional 60 days under pain of rejecting the tender.
g. Partial tenders - The Ordering Party does not allow partial offers to be submitted under this announcement. This request for quotation no. 2026-7175-273854 covers part of the tests and research to be carried out as part of the compliance testing task. Subsequent contracts for compliance testing will be awarded successively. The scope of further orders will be for the analyses and tests necessary for the approval of large passenger vehicles.
h. Variant tenders - The Ordering Party does not permit the submission of variant tenders.
i. Subcontracting - The Ordering Party does not permit the possibility of subcontracting works to entities other than the Tender, i.e.:
The Ordering Party does not allow for the possibility of ordering (subcontracting) the whole or part of the contract to entities other than the Contractor in the form of subcontracting understood as transferring the responsibility for the performance of a part of the contract to third parties acting independently of the Contractor. However, it is permissible to perform part of the order with the assistance of third parties with the prior written consent of the Ordering Party.
Equilibrity
Wherever the object of the command is described with the trademarks, patents or origin, source or a specific process it is permitted to apply solutions equal to the described ones under condition that they would have the same or better technical and functional specifications and would not downgrade standards indicated in documentation.
Wherever the object of the command is described by reference to the standards, technical evaluations, specifications or technical reference systems it is permitted to apply solutions equal to the described ones.
