Dear Sirs,Rafineria Gdańska Sp. z o.o. invites you to submit an offer in accordance with the terms of this inquiry.
1. Subject of the inquiryPurchase of COOL LUBE ADVANCED OIL - 380 l (19 x 20l)
Full excise duty purchase.
2. Delivery terms: ASAP, please include in your offer information about the delivery date (in working days from the day you receive signed Purchase Order).
3. Terms of delivery: DDP Rafineria Gdańska Sp. z o.o, according to Incoterms 2020,
4. Validity of the offerRequired period of validity of the offer - min. 30 days from the date of bid submission
5. Penalty clauses
In relation to the prohibitions specified in particular
• Council Regulation of the Council (EU) no. 833/2014 of 31 July 2014 r. concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine (OJ EU L No. 229, p. 1, as amended),
• Council Regulation of the Council (EC) no. 765/2006 of 18 May 2006 on the limiting measures in view of the situation in Belarus and the participation of Belarus in the aggression of Russia against Ukraine (OJ EU L No. 134, p. 1, as amended),
• Council Regulation (EU) 2022/263 of 23 February 2022 concerning restrictive measures in response to the recognition of the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine and the ordering of Russian armed forces into those areas (Official Journal of the EU. L.2022.42l, p. 77, as amended),
• Council Regulation (EU) No 692/2014 of 23 June 2014, concerning restrictions on the import into the Union of goods originating in Crimea or Sevastopol, in response to the illegal annexation of Crimea and Sevastopol (Oficcial Journal of the EU. L. No 183, p. 9, as amended,
The potential vendors by joining the procurement procedure and submitting an offer in response to this request for quotion, declares that the goods/products (including goods/products provided as part of provided services) that would be purchased by Rafineria Gdańska Sp. z o.o. as a result of the implementation of the submitted offer, will not originate or have not been removed from Russia or Belarus or the Luhansk or Donetsk regions (territories of Ukraine).
We also ask, under pain of invalidity of the submitted offer, to attach in the substantive part of the offer a signed statement from Attachment No. 1 Sanctions Statement.
6. Form and content of the bid:
6.1 Substantive questionsAll substantive questions regarding the technical specifications should be asked via the Logintrade purchasing platform.Contact outside the designated path, may result in the exclusion of the supplier from this contractor selection procedure.

6.3 Submission of bidsThe Bidder shall submit an offer exclusively through the Logintrade Purchasing Platform. Along with the offer, it is absolutely required to confirm the requirements set forth in the content of the request for quotation and to clearly indicate any deviations from the requirements, if any.
The offer should be prepared in Polish or English.
The substantive (technical) part must include:a. The technical information required by the request for quotation excluding the price including:- inclusion of technical requirements for the product,- SDS data sheet and technical specification in Polish,- statement regarding compliance with selected requirements of REACH regulation (Attachment 2),
- the completion date from the moment the demand is called for,- signed Appendix No. 1 - Statement of Sanctions
- confirmation of sending attestation to each delivery
- CN code.
The commercial part must include:- Unit price for the delivery under the terms of DDP Rafineria Gdańska Sp. z o.o. (full excise duty purchase)
7. Rafineria Gdańska Sp. z o.o. reserves the right to cancel the contractor selection process, close the process without selecting a contractor, and have the option to negotiate with the selected bidder(s) until the contract/order is signed. The selection of the bidder(s) for further negotiations does not constitute acceptance of the offer or settlement of the tender within the meaning of the Civil Code. In such case, the Bidder(s) shall not be entitled to any financial claims against the Contracting Authority.
8. The Contracting Authority shall reject bids that contain an abnormally low price, in accordance with the information attached to the Request for Proposal.
9. all information presented herein is intended solely for the purpose of preparing the Offer and in no case should it be used in any other manner or for any other purpose.
10. Rafineria Gdańska Sp. z o.o. reserves the right to accept/reject the Offer in whole or in part.
